4. Consolation Money Released for Deaths, Missing Persons and Seriously Injured Persons

As of July 1, the total number of dead is 681, while 23 bodies have yet to be identified. In addition, 18 people remain missing and 4 is seriously injured, bringing the total number of deaths, missing and seriously injured to 726 people. In 46 cases funds have been unable to be distributed to individuals. Of the 653 persons qualified to receive the funds, 653 have already received consolation money, equivalent to a distribution rate of 100%.

6. State of Relief Funds Released for Flooding

As of January 29, 2010, the central government (Water Resources Agency under the Ministry of Economic Affairs) has paid out a total of about NT$2.8 billion of flooding relief assistance to county and city governments. These funds had been disbursed in full as of August 27. County and city governments have released about 99.54% of these funds to township governments, while these local government agencies have released about 99.54% to those impacted by the disaster. The operational ratio in terms of fund disbursement is 100 %.

Note:

The percentage of funds released to disaster victims from township and city government administrations is the amount of funds distributed to disaster victims as a portion of the total amount of funds to be distributed by townships and cities to these persons. The operational ratio refers to the amount of funds released to disaster victims as a percentage of the amount of funds issued by county and city administrations to respective township and village administrations for release to victims.

9. Comprehensive Preferential Resettlement Plan Statistics

Families whose homes were damaged by Typhoon Morakot to the extent that the structures have become uninhabitable are eligible to take part in the Comprehensive Preferential Resettlement Plan. Under this project, households can select one of three options – renting a home on their own, purchasing a home on their own, or being resettled by the government. As of January 14, 2010, a total of 2,860 households had applied to rent homes on their own, with applications of 2,009 of these households having been approved (979 households were those with less than three people, 340 households were those with four people, and 690 households were those with five people or more). Meanwhile, thirty-one households applied to purchase homes on their own, and each of these applications was approved. Also, 2,493 people applied to be resettled by the government, and all of these applications were approved.

10. Repair of Breached Dikes and Dredging of Rivers

(1) Of 63 projects where repair work was needed on dangerous areas, all 63 projects have been completed. Of 118 projects where repair work was needed for damaged places, work contracts have been issued for all 118 projects, and 117 projects have been completed.

11. Disaster Victim Employment Plan

(1) August 8 Temporary Work Plan

The mission of the “August 8 Temporary Work Plan” was deemed completed on September 16. As of September 16, the Council of Labor Affairs approved employment projects by 92 townships and villages, providing 13,940 employment opportunities. In all, 230,623 people received jobs under this program. 

(2) Post-Disaster Temporary Work Plan

As of the morning of December 10, 125 agencies provided notice of their manpower requirements and 20,647 work opportunities had been approved. To date, a total of 19,383 people have begun work.

(3) Hiring Incentives

Hiring incentives for post-disaster reconstruction work are provided for companies that have won various bids to carry out reconstruction work in disaster areas. These firms are to provide job opportunities to unemployed persons in disaster areas. As of the morning of December 15, no company winning a bid had designated manpower needs for reconstruction work. 

(4)Immediate Work Plan

The “Immediate Work Plan” came into effect on September 22 and is applicable for any person from a disaster area with a disaster area ID who is unemployed. A total of 373 people have been provided jobs under this plan so far.

(5)Disaster Area Residents Resettlement Training Plan

A total of 63 persons have completed training in one of three courses – home utility and air-conditioning system repair, bricklaying, and food & beverage and travel services.

(6) Liugui Township’s Xinfa Community Activities Center in Kaohsiung County has held a homeland reconstruction concrete course that has trained 30 people. These people will assist in the reconstruction of disaster areas.

(7)Disaster Victim Vocational Exploration Workshop Plan

Five courses in hand weaving, innovative ornaments, beauty, forklifts, and soap making were held. A total of 85 people received training, and the courses ended on October 30.
In addition, the instructors from the Tainan District Agricultural Improvement Station under the Council of Agriculture held a seminar to train people in fruit tree cultivation technology. The training of 14 people concluded on October 21.

(2) Introduction of Welfare for Work Project

In addition to the Project Providing Temporary Employment after the August 8 Natural Disaster that is being implemented by the Executive Yuan’s Council of Labor Affairs, 2,000 jobs have been arranged for a six-month period under a welfare for work plan. At present, 26 township administrations have approved 1,810 work opportunities. As of September 28, 2009, 730 people have begun various jobs under this program.

(3) Release Scholarship Funds for Indigenous Students in Need

Elementary and junior high school students from families in disaster areas whose livelihood has become imperiled due to the disaster are receiving scholarships of NT$3,000 each. As of September 28, 2009, a total of 2,102 students qualify for these scholarships under this program, and scholarship money has already been issued to 1,779 students, equivalent to 85% of those who qualify. A total of NT$5.337 million of funds are being distributed under this program.
