The embankments and farmland of the Taimali River region were some of the most seriously devastated areas after Typhoon Morakot. Over the past two years, joint efforts between the central and local governments have brought the complex reconstruction efforts to its last stage. The last of the twenty embankment construction projects will be completed by early November. The farmland lost during the disaster within the redevelopment zone will also be filled back during embankment reconstruction and river dredging. All land boundary markers and farm roads and canals will be complete and turned over for farming by mid-November. Construction to rebuild district road East 64 in the surrounding region will also be complete by mid-November. It is estimated that the sturdy, beautiful embankment and farmland reconstruction efforts by Taimali River will be complete by the end of November, 2011.
On October 31st, deputy CEO Chern Jenn-Chuan of the Executive Yuan’s Morakot Post-Disaster Reconstruction Council led colleagues such as the directorheads of the Department of Infrastructure and also Homeland and Industry Reconstruction, Yan JiouJeou-Rong and Pu Chung-I, on a field visit to Taimali River in Taidong to inspect construction progress on embankments, farm land, reconstruction of district road East 64, the rebuilding of railway and freeway bridges, as well as permanent housing construction at Kaaluwan. Thereafter, the 10th Taimali River Reconstruction Project Meeting was called with participants from the Water Resources Agency, Council of Agriculture, Directorate General of Highways, Taiwan Railways Administration, Taimali, Jinfeng Township Office, and also Taidong County deputy magistrate Zhang Ji-yi leading the heads of the construction, agriculture, and land departments in attendance. Reports were made regarding the concrete results of various reconstruction projects and monitored targets were set. As of now, 19 embankment projects have been completed overall, with only one remaining project to be completed in early November. Assistance has been provided to rebuild farmland in the redevelopment zone through rock clearing. The land should be turned over and ready to farm by mid-November. Reconstruction of district road East 64, which follows the Taimali River will be complete in late November. All permanent housing units at Kaaluwan will be ready by mid-December this year. Deputy magistrate Zhang has also agreed to undertake comprehensive planning for Kaaluwan Village’s tourism, industry, environment, and transportation with the Jinfeng Township Office so that Kaaluwan Village can greet all visitors with a brand new outlook after reconstruction.
During the meeting, deputy CEO Chern cheered the Taimali River reconstruction team on by asserting that the goal of reconstruction efforts is to restore the safety, functionality, and viable development of public livelihood, transportation, and industry under the premise of homeland conservation. The government has invested more than NT$4 billion in reconstruction funding. Individual execution units should examine everything in detail during the last stage of reconstruction and communicate properly with the public to ensure that needs have been met. At the end of the meeting, deputy CEO Chern thanked all who were present on behalf of the Premier Wu, for their group effort and asked that everyone continue their hard work so that the stunning Taimali River embankment and farmland reconstruction results may be presented at the end of November.
