Four post-disaster reconstruction projects developed, reconstruction have been to a new era

Typhoon Morakot hit southern Taiwan and hit hard, causing the environment, homes and industry to suffer severe damages, so as it was essential to speed up reconstruction work. Accordingly, the Executive Yuan proposed the “The Morakot Post-Disaster Reconstruction Special Act", which the Legislative Yuan passed on August 27th, 2009 in Third Reading, and were issued by the President on August 28th. According to Article 5 of the Act: "the central authority for various purposes shall in the implementation of this Act make reconstruction plans. Reconstruction plans should include home reconstruction, infrastructure rehabilitation, industry renewal, life reconstruction, cultural reconstruction, and should follow the principle of land conservation and restoration."

The Morakot Post-Disaster Reconstruction Council, Executive Yuan held the "four reconstruction plan study meeting" on August 31st, 2009, and reached the conclusion to include reconstruction of four major projects: the regional reconstruction plans that placed emphasis on the National Conservation, transportation repair and reconstruction plans, and an industry renewal program and a home reconstruction plan for the affected areas, which should promote culture, life, industry and psychological rehabilitation."

The Morakot Post-Disaster Reconstruction Council, Executive Yuan approved the "National Conservation Regional Reconstruction Program” on September 6th, 2009 at the third committee meeting. At the eighth council meeting approved the the “Morakot infrastructure reconstruction program post-disaster" plan, integrated and proposed MOTC, on November 25th, 2009. On December 30th, 2009, the Commission’s 9th council meeting passed the plan compiled by the CEPD, the "Morakot reconstruction area industry reconstrtunion plan” as well as the Ministry of Interior’s “Post-disaster Morakot home reconstruction plan". So far, four major reconstruction projects have been completed, and reconstruction work has entered a new era.

Subsequently, the Morakot Post-Disaster Reconstruction Council, Executive Yuan will work with relevant ministries and, based on the principles of the four major reconstruction projects, with the county (city) governments, and coordinate the actual reconstruction needs of the affected areas with private companies, charitable organizations and local governments.
