After the attack of Typhoon Morakot, the Ministry of the Interior stipulated the "Regulation of Service Center for reconstructing disaster areas caused by Morakot Typhoon" according to Article IX of "The Morakot Post-Disaster Reconstruction Special Act" on September 7th, 2009. In the disaster area (village, town, city) the government provided living assistance service centers to help residents with everyday activities, including living, psychology, education, employment and welfare services. The reconstruction special budget of NT$491,100,000 was adopted on a three-year rolling schedule.
In 2009, the Ministry of the Interior held the Phase 1 review on November 20th, 2010 and gradually began completion of these living assistance centers, including, from February 1st, 2010 onwards, 4 in Chiayi County, 4 in Kaohsiung County, 10 in Pingtung County, 3 in Taitung County, and 1 in Tainan County, totaling 22 centers (including 33 contact centers) and a total of 14 entrusted organizations with total funding of NT$ 120,703,313 dollars. The Ministry of the Interior held the Phase 2 review on July 30th, and set up one in Nantou County, 3 in Pingtung County, and four centers (including the four centers), and completed contract matters on December 13th, 2010. At present count there are 26 centers (including 41 contact stations) providing services to help those affected to rebuild their homes in affected locations.
In order to understand and strengthen the Morakot disaster life reconstruction service centers and the focus of the future implementation, the Morakot Post-Disaster Reconstruction Council, Executive Yuan Deputy CEO Chern Jenn-Chuan, invited scholars and experts and relevant ministries to hold a spiritual reconstruction-related mMeeting on December 9, 2010. In addition to listening to reports on the work of all relevant units, experts and scholars in the field were also invited to provide suggestions to strengthen government departments’ psychological (spiritual) renewal service quality, and to discuss how to present relevant outcome indicators.
Deputy CEO Chern also recognized the efforts and integrated resources dedicated by the Ministry of Interior and the entrusted organizationscontracted groups that built of the Life Reconstruction Services Centers. He feels that the power of private organizations is limitless. Whether it is the construction of permanent housing or the diverse life reconstruction work that involves various intangible facets, the project has re-established a successful model, and thus won the recognition and trust of the victims. Deputy CEO Chern expects that in the long-term, reconstruction efforts will continue to draw on the future reconstruction of the life of the welfare service centers, so as to show the gGovernment’s performance of specific services of community involvement as commissioned to the private organization. Whether it is home visits, case services to assist victims in skills training, provide the industry with counseling, referrals of emergency assistance, sustainable community development, and even first time evacuation assistance during disasters, and in particular the recent festival and grand party to celebrate the move in of victims to permanent housing, and Christmas activities, we all have seen their efforts and that the government and private organizations and their concerted efforts can create a win-win situation, so that they see hope in the future!
