Premier Liu: periodic relief task to complete. Reconstruction to commence tomorrow

The Morakot Post-Disaster Reconstruction Council, Executive Yuan held the seventh Working Group meeting, and relevant ministries reported the results of their reconstruction work since the establishment of the Reconstruction Council on August 15th. After completion of the first phase, reconstruction will be officially launched on September 6th. At the meeting Premier Liu Chao-shiuan issued the following instructions:

Complete the safety assessment in geologically affected disaster areas within 3 weeks, and treat the construction of the Kaohsiung County Wulipu base permanent housing as a priority. If stricken areas still exist, for example where roads have not been reopened, helicopter support by the Ministry of National Defense should be provided to ensure that evaluation experts can enter the disaster areas.

Units requested for crossing building construction (such as: bridges, etc.) should complete removal of the deck of the floating pier on September 11th, and by the end of October driftwood upstream and downstream within 500 meters should be cleared. Driftwood in the reservoir should be cleaned up by the end of September before the scheduled completion.

River dredging and repair work for flood control and other water conservation efforts should be completed by the deadline. The centrally supervised and the local government controlled rivers should be managed with a clear division of responsibilities and instructions. The accumulation of debris within the riverband may be re-used, however the Ministry of Economic Affairs should properly plan and deliberate all activity.

The National Fire Agency and the National Disaster Prevention and Protection Technology Center jointly developed the "standard operating procedures for emergency evacuation of victims and asylum procedures", which should include the "Pingtung Linbien Jiadong typhoon rains flooded area contingency plans" and the actual exercise’ essentials should focus on a future national standard operating procedure. In addition, before the coming of typhoon rainfall, elderly and chronic care patients should be transported to safe areas and accommodation should be provided. There should also be an acquisition of more advanced satellite communications equipment for use in remote mountainous areas.
