1950s: Era of Telephone Shortages

As Taiwan’s economy began to revive during the 1950s, emerging industry and commerce created a growing demand for telecommunications service. In 1954, the telephone lines were not enough for new users; Nevertheless, a huge amount of investment in infrastructure was needed to make telephone services ubiquitous. Since the government’s fiscal resources were still stretched thin during the 1950s, raising the funds for telecommunications infrastructure development was a great challenge.

Fortunately, the business-organized Telephone Promotion Association proposed a win-win set of telephone installation fee collection guidelines and American assistance played an important role at key moments. The enactment of the Telecommunications Act in 1958 lent great impetus to telecom development in Taiwan by instituting oversight and protections.
