Organic Regulations for the Interim Executive Yuan's Typhoon Morakot Post-Disaster Reconstruction Commission |

Article 1 | ||||||||||||||||
In order to carry out Typhoon Morakot post-disaster reconstruction work, the Executive Yuan (to be referred to hereafter as the Yuan) has, according to Article 4, Item 1 of the Typhoon Morakot Post-Disaster Reconstruction Special Statute, established the Typhoon Morakot Post-Disaster Reconstruction Commission (to be referred to hereafter as the Commission). |

Article 2 | ||||||||||||||||
The Commission will be responsible for the following areas of work: |
||||||||||||||||
1. Planning, promotion and supervision of overall post-disaster reconstruction projects, coordination with reconstruction committees at the local level, and coordination of foreign and private support. |
||||||||||||||||
2. Planning, coordination, implementation and supervision of the repair and reconstruction of transportation networks, roads, irrigation works, soil & water conservation, telecommunications and other infrastructure and utilities equipment. | ||||||||||||||||
3. Planning, coordination, implementation and supervision of settlement, schooling, employment, environment, sanitation, medical care, relief, financing, and mental health rehabilitation for persons residing in disaster areas, as well as the reconstruction of communities and villages populated by indigenous peoples. | ||||||||||||||||
4. Coordination, implementation, and supervision of the reconstruction of the agricultural, tourism, commerce, and cultural creativity industries in disaster areas. |

5. Other post-disaster reconstruction work. |

Article 3 | ||||||||||||||||
The Commission will have a Convener and a Deputy Convener. These positions will be filled by the Yuan's Premier and the Vice Premier, respectively. The Commission will have between 33 and 37 committee members, comprised of the Yuan's ministers without portfolio, persons from related agencies and county (city) leaders from disaster areas, scholars and experts, and representatives from private organizations. Representatives of disaster victims and indigenous peoples shall comprise in total no less than 20% of committee members. |

Article 4 | ||||||||||||||||
The Commission will have one Chief Executive, who will act in accordance with instructions issued by the Convener and will manage the overall affairs of the Commission. The Commission will have between one and three Deputy Chief Executives, who will assist the Chief Executive in directing and supervising work being carried out under them. Staff members will be comprised of personnel delegated from the Yuan or related agencies, and they will be involved in the Commission's staff work. |

Article 5 | ||||||||||||||||
Meetings of the Commission will be convened as deemed appropriate. |
||||||||||||||||
Commission meetings will be called by the Convener, who will chair the meetings. In the event that the Convener is unable to attend the meeting, the Deputy Convener will chair the meeting in place of the Convener. During the meetings, representatives of related agencies, experts and scholars, representatives of disaster victims or indigenous peoples, or other related persons will be present to offer their opinions. |

The titles of persons in the Commission and the count for the number of persons are set forth in regulations governing the composition of the organization. |

Article 7 | ||||||||||||||||
The Commission's Chief Executive will convene working meetings as deemed necessary to coordinate and promote all facets of post-disaster reconstruction work. |

Article 8 | ||||||||||||||||
These regulations take effect from September 15, 2009. |

Article 1 |

Operational rules have been specially set forth for the Executive Yuan's Typhoon Morakot Post-Disaster Reconstruction Commission (to be referred to hereafter as the Commission) to clearly delegate internal responsibilities. | ||||||||||||||||
Article 2 |
||||||||||||||||
The Convener oversees all affairs of the Commission and also directs and supervises all units and personnel in the organization. The Deputy Convener assists the Convener in handling the Commission's affairs. Committee members engage in their respective specialties in accordance with resolutions made by the Commission and monitor related affairs of the Commission. |
